Step one:

Start with a large black canvas. Make a new layer set titled ABS Plastic Header.

In a new layer draw a #636363 rectangle leaving blank space above your canvas.. (width: 640 x height: 48)

Add the following layer styles: Gradient Overlay.

Step two:

In a new layer draw a 1px white line across the #636363 rectangle structure.

Set the layer's opacity level to 6%.
