Step three:

Above the white line, draw a 1px black line across the rectangle structure.

Set the layer's opacity level to 7%.

Step four:

Choose the rounded rectangle tool and set the radius setting to 20px.

In a new layer draw a #18326F round rectangle using the rounded rectangle tool. (width: 261 x height: 15)

Cut the top half of the round rectangle.

Add the following layer styles: Inner Shadow, Inner Glow, Gradient Overlay, Stroke.
