Step seven:

In a new layer draw a white circle using the eclipse tool. (width: 58 x height: 58)

Add the following layer styles: Gradient Overlay, Stroke.

Set layer's blending mode to Darken.

Step eight:

In a new layer draw a small eclipse using the eclipse tool. (width: 11 x height: 8)

Add the following layer styles: Outer Glow, Stroke.
