Step three:

Select custom polygon tool and set the polygon to an arrow.

In a new layer add a white arrow facing right.

Cut the bottom half.

Add the following layer styles: Drop Shadow, Inner Shadow.

Step four:

Now add the same on the opposite, 2 ways you can do this. You can duplicate layer from step three and create a new layer then merge the duplicate and the new layer together. Another way is by changing layer-styles for angle settings.
