Step eleven:

Select eliptical marquee tool and select the middle circle.

Copy and paste the marquee selected circle into your canvas.

Resize the circle by 50%.

Duplicate the circle structure four times and position them as shown on the picture guide. Finish it off by Merging all duplicated layers with the original circle layer.

Step twelve:

Make a copy of the circle layer which should now include 4 circles stacked to one another.
